Anyone know if you can get moderate fortitude and greater false life on a belt, even if its RR? If so I'm in the market for one. If you cant get this on an item, anyone know the price range for an electric haze?

No it not possible because false life and fortification are both suffixes, the item is impossible for the loot table to make on any level.
