Quick question about Rainbow

So a group of 12-15 does Rainbow last night. I was the weakest char in the party as a 12 Clogue(had a full cleric and full rogue) so went to grab the scepter. It is min level 14. We had one char 14+, our 15 fighter multi. Needless to say he had to remove his shield and dual his weapon/scepter. We got thru no problems but that isn't the issue.

To enter a quest you must have one char within 3 levels of the quest right?
To do stormcleave you need one level 5 to open it. So you could go in Rainbow with a level 13 and rest below. Yet no one could equip the scepter. Making the quest enterable but uncompletable.

Am I missing something or was this just overlooked?

To me it makes little sense to put a level requirement on the item. The only reason I can think they did that was to make it difficult for lower level then the quest is for to farm it for XP. I dont know, you got me.
