Question about Pally Charisma?

I know that a palidan charisma needs to be 12 for basic plaidan abilities to function

Does the base need to be 12 or can a charisma item boosting charisma to 12 or better allow palidan abilities to work?

You can use an item, sure, but most of the powers work better the more total charisma you have. It's usually good to have at least 11 or 12 raw charisma.

Where' not talking about things that are ON/OFF if you have 12 cha. It's stuff like adding your charisma mod to saving throws or to smiting attacks- more is better.

Thanks for info have a biuld was thinking of splashing pally to improve S.T. and ac and base charisma is below 12. I can get it to a 16 charisma

Paladins don't get AC from charisma. Their AC bonus comes from just being a paladin, and also from spending APs on it. And, anyone else can get that same bonus by standing close to a paladin. One or two paladin levels will not be enough to get the AC bonus up to high numbers.
