Does a multiclass just use the highest bab? or is it combined bab of all classes, for example, does a 14ranger and a 13ranger / 1 fighter have the same bab?

Yes.
Basically Add "1" for every "Fighter Class" (Fighter, Paladin, Ranger,......even Barbarian!)
Then look at the BAB progression for any Other classes you may have in the build. For example: IIRC blieve a L7 Cleric has a 5 BAB, therefore a Cleric 7 Barbarian 7 Fighter 2 (My latest "fun" build) has a BAB of 14.
Hope this helps.

Going 15 Ranger/1 Rogue results in you having 15 BAB. Were you to do so, its best to have taken the Rogue level early on to have a skill as CC as soon or possible, or if you have the int, take it when you want and just dump the points into one skill to catch it up quick.
Going 14 Ranger/ 1 Rogue/ 1 Fighter still results in 15 BAB, since Rogue 1 has a BAB of 0. That Fighter level is best suited to be taken near the end of your leveling since it'll be open at a higher BAB.
