Default Request re scrolls in future mods

Reading the Eberron books, it recomends DMs make it difficult to acquire scrolls for high level spells since at the present time,in Eberron, there are almost no high level NPCs (the only one's I'm aware of able to access the highest level spells that are part of the setting get a huge boost to their level as long as they remain in one place like the voice of the Flame or the big chief druid guy). They suggest these scrolls be found in ruins while questing.

Now here's the meat of my request, an idea also suggested in the source books:

Don't make the location of said scrolls totally random. For example they suggest searching out the lairs of specific daelkyr to find info on spells related to the realm of magic each specific Daelkyr uses. Hunt out the Daelkyr that spawned the medussa race in his massive stone fortress in Khyber to study spells that petrify things. Scout out another's lair to learn about powerful necromancy spells. Another for powerful fire spells.

And throw something in the chests for the tanks who will inevitably want to tag along, insiting they're "protecting" the "squishy" casters.
My Videos Shadow Mage (ok, it's a build now)
A forum post should be like a skirt - long enough to cover the subject material, but short enough to keep things interesting.
Britches and Hose kidnapped my dog and are forcing him to farm Shroud ingredients.

Aren't the Daelkyr stuck on another plane after the war between the dragons and the giants? Or am I thinking of another race?
