Lore: Items and Enhancements Stack?

As the title suggests, I am just wondering if Lore stacks (percentages) if you have an item and enhancement.

IE: Let's say I have a superior Fire Lore Scepter ... and I have the top level enhancement (forget what it is called) which enhances fire lore.

Will these stack of one just be used over the other?

One side question which I think I know the answer to ...

Combustion and such items do not stack with Potency ... correct?

Again, does Potency items stack with other feats which affect the base damage of spells?

The general rule is one item, one enhancement, all feats.
