Sheding some light on lightning lore...

Greetings,

My wizzy acquired a septer of lightning lore that gives a +9% chance to crit on his spells. My question is this. Is that above and beyond the 6% he already has thru enhancements?

I realize that at the bottom of the item description it says that it doesn't stack with other item effects or potions, so I'm assuming that it WILL stack with the enhancement. I should have 15% chance of a crit then. Is this correct?
