It does. DDO's barbarians are also not as much faster as their D&D versions are.
In D&D a human barbarian is 33% faster than a human wizard, and 50% faster than a human cleric.
In DDO a barbarian is 10% faster than a wizard or cleric, of any race.
The point you're missing is that a bonus to movement speed has different value and gameplay impact in a fixed-time-rate environment. D&D monks run 166% faster than regular characters, which would be an absurd advantage in the DDO situation. (Especially since DDO characters can't get on horses or cast Fly to catch up)

I just hit level 3 on my monk and there is a passive fast movement you get. I can't find it documented anywhere, maybe I'll try to get this added on the monk class page. This thread can probably be ignored now.

while centered, you run faster for every three monk levels you possess.
I have a level 15 monk atm and she is very fast! Form what i see with the lag and frame rate etc. it might be server issues. But like i said my monk is extremely fast at level 15!

At level 15 a monk with 25% striders is FASTER then anyone with haste, if only by a little. A monk with haste can't be caught.
level 16 monk, balanced with 30 striders is the fastest character in the game by far and haste just helps out more.
