Move the rate of fire on bows, heavy crossbows, and light crossbows to 80 - 90 shots / minute at BAB 16.
Move Repeaters to 170 - 180 shots / minute at BAB 16 as long as they have rapid reload.
This would help bows, heavy crossbow, light crossbows, and repeaters move into a good dps realm and might start being used by more people, as currently melee dominates and is a majority. The only way you see an effective ranged combatant is if they are using WoP weapons, and that's about it, if they are using anything else they are new to ranged combat or just don't know any better.
And a WoP weapon helps melee's dominate, where as WoP ranged weapons give ranged combatant's a chance to keep up.
Currently the scale is way off, I would like to see this system fixed as I imagine would the developers at turbine. What need to be realized is that the ranged system, not just the weapons, the whole system is broken or is just not effective. I don't think that Turbine decided that they wanted to make ranged combat uneffective to the point that it is not a fun system to use, but that is the case at the moment.
I personally think that with the money spent on promotion of the game and the new system to help out new players, there are going to be groups of players that want to play the ranged combat portion of the game, and if it is still under the same condition that it is in now you are going to end up losing that group of people like you lost the first group of people that wanted to play the ranged game, or at least the majority.
