    This is exactly what I have been saying when I said 'Of course, that could be solved with skill respec...'

    I have always argued that a skill respec should not make a difference as of when you actually ate the tome. As you said, it otherwise penalizes those who don't have a sugar daddy to twink them at level 1. A skill respec should just assume you used the tome at level 1 (or 0, if that's easier). It would fix the design flaw that you exposed. It'd also have the bonus of making bound +2 tomes more attractive and making a suggestion like yours possible.
