well i did hound of xoriat today and as my endreward i got a +3 lesser ice gaurd tower shield of gr8r false life... whats it wrth? alot? a little? vendor it? sell it? keep it?

If only it was +5... then it might be worth something.
You see, the main reason someone uses a tower shield (or a shield at all for that matter) is to increase their AC. Sadly, that means that most shield are almost worthless unless they are +5, even if they do have awesome effects (like GFL, heavy fort, superior potency IV, etc.).
You could try to sell it on the auction house, but I don't think I'd get my hopes up.
