Generally speaking, Boots of the Innocent > Kardin's Eye because it leaves the trinket spot open for a Bloodstone. Or, if one is not a melee based character, then BotI + Head of Good Fortune > Kardin's Eye.

WP Bow is neat, but is rr robot and UMD is not a class skill for rangers. Also, considering the number of dorf rangers (6 CHA base) there are, that makes achieving a 20 UMD a bit tougher.

Granted, but they're still rare items and still wanted by members of the playerbase. I didn't say I wanted 20 scales for them (although if someone wants to offer this trade I'd be more than happy to take them off your hands), but I know people are looking for them. I think they just got lost in the list.
