Default looking at ranger/monk splash -12/13/14/15 base STR?

I am modeling a Ranger hybrid based on Illuminat's and Hadrian's builds.

Bottom line - I see a lot of posts saying "you must have high starting STR to be useful!!" and then "you can have a lower starting STR with finesse on a Ranger"

I am confused as to what to do. This were my initial attributes that I was going to use but I am not sure!

    STR 13
    DEX 17
    CON 14
    INT 12
    WIS 13
    CHA 9

    Now, I am thinking:

Will I miss out on the DEX if I bump STR? Will it even matter bumping STR?

    STR 15
    DEX 15
    CON 12
    INT 12
    WIS 13
    CHA 9

    Thanks!

A str based version i have penned atm:
    Elf
    (end game with tomes, gear)
    17 str = 32
    17 dex = 30
    12 con = 20
    8 int
    13 Wis = 22
    8 cha

    feats:

    1. Dodge
    3. Mobility
    6. Toughness
    9. OTWF
    12. Power Attack
    15. Toughness (I know, but 450hp = nice)

    1Fighter Spring Attack
    2Fighter IC: Pierce
    1Monk Toughness
    2Monk Toughness

High AC, good saves, great HP
Main: Illuminati (Halfling Iron Monk), Stonewolf (Dwarf Pally), Vyking (TWF Barb), Illuminatrix (Batchick), Illumino (Drow Ranger), Fuji (Human Monk)

Oh, and no worries about Dex vs. Str. I can outkill anyone with either and it usually relies on the player.

GL and have fun. Post the build and I am sure people will give you a hand.

14 base str can equal 31-32 str on a ranger a end game... that's more than enough espically with favored damage

    Default stat choices

I went with 14 on my elf. too many other stats to build on. It was plenty.

    Golyat, Thelonies, Mavete, Uzziah

    Default tough

    i think 16 str better

    14 + 4 level-up + 2 tome + 6 item + 2 ram's + 2 rage = 30

now you could splash some fighter to get +1 str enhancement & try to get a +3 str tome

    16 + 4 level-up + 2 tome + 6 item + 2 ram's + 2 rage = 32

no need to splash fighter or use up the ap's & do not need to use a +2 tome & then use the +3 tome

i started with 16 & run around with 32 str all of the time on my elf tempest ranger

18 dex also which is now 30

I am at lvl 11 on Dwarf with somthing close to this Stats

    16 STR
    16 DEX
    12 CON
    08 INT
    14 WIS
    06 CHA

What dose the 2nd Toughness Feat do exactly? will it duble my dwarf enhancemnts to HP's as well? Its fun to play but its a bit of struggle on elite quests now and seems like it will be until I hit lvl 14-15 and get my AC up...1-10 was a cake walk
