On a strength-based dwarven cleric it does indeed work and work well. Nightward (samho) tears stuff up with improved trip and stunning blow. My rationale for not taking it was that it does not work on red names, and I was not concerned about my ability to take down normal enemies. I opted for mental toughness instead, but may consider switching it out after 20 shroud runs and a mana item.

This is exactly what I was thinking Impaqt, a str based dwarven cleric with the dwarven combat tactics enhancements. I have a str based ranger that uses Stunning Blow and I find it incredibly useful and all but red named mobs. It will also help with DPS since when successful you get auto-crits. I'm also a big fan of tactic builds and enjoy playing them, so I'm considering this for my new cleric I'm thinking about making.

I have a 15/1 clr/ftr str based dwarf. I sadly took my ftr lvl at 2 instead of waiting until 9th for improved crit or something cool like that. So to kind of make it workable i swapped into stunning blow and stuck a few AP in the dwarf tactics and ftr stunning blow. I use a weighted weapon and go to town. I'd say I'm pretty successful with it and it definitely adds a little different wrinkle to my character. Also it nice to hear over voice chat " Hey fighter ..nice stun!!" ... only to hear said fighter admit it was the cleric doing the stunning. Plus auto crits are sooooo cool !!!
Have your strength 30, pick up a Hammer of the Leaden Clouds (common price was 9k plat around in AH), plus fighter stunning blow I enchantment, then you got
10(base) + 10 (str mod) + 8 (Hammer of the Leaden Clouds) + 1 (fighter stunning blow I) = 29 DC; then if you are dwarf and happy to spend 12 action point on dwarven tactic III with Rage potion, you can reach the 33 DC -- which is probably enough to wipe out most caster type monster in game. (And if you go double Madstone rage, you can hit 35 DC, but I believe you shouldn't take that into account -- I also don't recommend the Tenderizer even if it can give another +2 DC boost compare with Hammer of the Leaden Clouds, but if you want, you can hit 37 DC with it)
Just for comparison: without highten, sound burst cast by wisdom 34 cleric give you 24 DC, if he have Stormreaver's Napkin (+1) equip, he can raise his DC to 25 , and if he can hit 38 wisdom, he can raise his DC to 27; with highten on level 16 cleric, he can raise his DC to 33.
I know I play some very odd battle cleric build but if you are interesting about tactical fighting, maybe it worth to take a look on my holy tactic warrior S/E
