Default About Difference between Base and Mod Stats

Is there a difference between base stats and modified/enhanced stats when it comes to calculating things such as hp gain per level, spell gain per level, skill points per level? Is only the base stat used for all of these? If not, when I obtain stat gear later on and it equip it will I automatically receive the bonus hps, sps, and skill points I missed out on for earlier levels? Also, are hps and sps randomed per level or are they staticly the same for all characters of the same race/class combo for a given level?

Thank you for your answers. I can't wait until my patch is finished and I can join you all in Stormreach.

The enhancements and enchanments help in your HP/SP calculations. It's not just off of your base.

You will retroactively get spell points and hit points for an increase in the future, you will NOT get retro skill points.

Only base + inherent (Tomes) count in determining skill points per level and things like feats you can get.
For things like hitpoints and spell points, the modified stat is what gives your bonus, and your totals will be adjusted as you take items on/off. The gain/level is not random.

Thank you to both the posters. It is becoming more clear, and I am glad that hps and sps per level aren't random. I am not sure what an inherent tome is? From my brief research I have noticed that I get 28 attribute points to distribute at creation +2 more at specified levels along the way. The explanation of feats is what I am confused about. Is it only the 28 + 2 = 30 points which are figured in for feats(what is a tome)?

Tomes are 1-time use items which come in either +1, +2 or +3 varieties, that will permanently increase one of your attributes. They do not stack, and only the highest bonus you have used will count. These, especially the higher bonus ones, are highly sought after.

These will count as well as your base score (The number you put at creation + any you put at level-ups, you get a 1 point increase to a stat every 4 levels) when it comes to determining feats you can take, while things enhancements buffs and items will not.
