Can anyone tell me a good palce to farm some of these **** things i have to change to feats and i am going to need alot of them any decent palce to get them would be great thanks alot.

They have about equal odds of dropping anywhere. Keep an eye out for syberis shard fragments, you can combine them into bigger shards. You'll need 10,000 for each top grade shard, but they drop pretty commonly in piles of several hundred at a time. A lot of people don't even bother to pull them out of chests, and will give them to you if you ask for them.
