Getting "general access denied error" when its at the update part of the launcher...
any ideas?

This is generally a permissions error. Have you tried to temporarily disable UAC (user account control) and then launch DDO to see if you're able to patch?

UAC has been off, tried deleting and readding the files to the windows firewall exception list as well.

Try a regular user account with uac on (or just a new user account) the problem is permission related so either uac, firewall or other security software is preventing the update.
