the free TWF feats

how exactly do they work?

do i need the requirements to get them or not?? seems an odd question i'm sure but throwing together a concept for a build in the planner and it is giving them without the DEX requirements but that doesn't seem right to me......
i'm using an older version so maybe this is just an oversight.... if not i may have just found a nice build to flesh out some

Rangers get the TWF and Archery feats for free without the need to meet DEX requirements or Feat pre-requisites.

Rangers get the following feats without having to meet the prereqs:
Lvl2 - TWF and Rapid Shot
Lvl6 - iTWF and ManyShot
Lvl11 - gTWF, Precise Shot and Improved Precise Shot

The requirements for those feats if not going Ranger are:
TWF: 13 DEX
iTWF: TWF and 17 DEX
gTWF: TWF, iTWF and 17 DEX
Rapid Shot: Point Blank Shot and 13 DEX
ManyShot: Dex 17, Point Blank Shot, Rapid Shot, base attack bonus +6
Precise Shot: Point Blank Shot
Improved Precise Shot: Dex 19, Point Blank Shot, Precise Shot, base attack bonus +11
