Why does monk get Handaxe?

It is a genuine monk weapon from the Player's Handbook.

Remember that many of the "monk" weapons are based upon farm implements. For example, the kama is a hand-held scythe used to cut grassy stalks (wheat, rice, etc.). What farm doesn't have a handaxe?

But only a subset can be used with Flurry of Blows.

The "centered" warning is to let you know your Flurry of Blows is not in effect. Only a subset of the monk weapons can be used with Flurry of Blows. Per the Player's Handbook those are:

Empty Hand
Kama
Nunchaku
Quarterstaff
Sai
Shuriken
Siangham


... the only 4 that appear in DDO are:
Empty Hand
Kama
Quarterstaff
Shuriken

Seriously, it's PnP monk weapon. They're just not a "Ki weapon", but that's the same in PnP.
