Arcane casters, sorcerers in particular, are capable of causing tremendous amounts of damage in very short amounts of time. The best way to measure this in DDO is against a mob that can stand up to more than 1 or 2 spells - so pretty much raid bosses only. Since conservation of mana has no place in consideration of Damage Per Second, the Reaver is a decent example - essentially unlimited mana.
For sake of argument, let's say that the Reaver behaves exactly as the attacking party would want him to... so for sorcerers, he pretty much just stands in place, whereas he will chase the BB-tossing cleric pretty much non-stop.
In this situation, which character would kill the Reaver first? One run in and out of a blade barrier is 1000HP of damage. Well, during the time it takes the cleric to drag the Reaver in and out of a blade barrier, the sorcerer has him roasting in 10 firewalls, and has dropped 3-6 max'd and empowered spells on him as well. At like 250 points per firewall and 600 points per spell (pretty conservative, really), that's 4300HP of damage from the sorcerer.
So in one "BB round", the cleric has done 1000 points of damage, to the sorcerer's 4300. Convert one "BB round" to seconds and you have damage per second. While these are hypothetical numbers, it's something you can easily prove on your own, just by timing and analyzing combat logs.
I don't disagree with what I think you're trying to get at - that blade barrier is a fantastic way to do tremendous damage for relatively cheap mana cost, arguably one of the most mana-efficient offensive spells in the game. However, your claim that it is the single highest DPS in the game is flat-out incorrect... almost any sorcerer with maximize and empower could easily out-DPS your cleric.
Again, talk Damage Per Spell or Damage Per Mana and you may have an argument. But Damage Per Second is and always has been the realm of the sorcerer.
