There was talk that effects might eventually go in that would lower one's fortification. Currently, the only thing that can lower fortification is the item: Docent of Blood (-10% fortification, +10% divine healing received).

all warforges get a natural 25% fortification. This can be raised by a wf only feat, but that makes you immune to cleric healing so its a waste

Saying it is a waste is going a little to far IMO.If you are tight on slots and don't have room for a fort item then it is a good way to go if you can self reconstruct (preferably quickened). Its up to you whether to inform the cleric that spending sp on you is pointless.
