REquesting Build Ranger/Rouge

I have a Ranger 2 rouge 1 char and Im new to the game but learning fast would like to know the best path to take to still be pretty good at melle and ranged but also be able to assist in disarming and unlocking. Thank You in advance.

Rangers can cast spells right? Well where can I learn them? Also I would go into detail im a little burnt.

Also I am elf
Since i can use my points on ranger and elf dex enhancements should I? Or would that be overboard on Dex?

If you have the required wisdom, you will start getting spells on your fourth level of ranger. I would definitely get a couple levels of dex from both elf and ranger. I don't have my finished build anymore, but here's what I have at level 10. I'm currently using finesse weapons to melee, but I'll be taking weapon finesse and improved crit piercing at some point. I hope this helps.
