Easy answer, hopefully not too much info to confuse you.

the 28 point build is exactly that. It refers to the amount of Stat points you "Build" your character with. It is a direct reference to how many points you get to distribute. All players have this.

When you earn 400 Favor, you will gain access to a new race, called the "Drow" which are technicaly a 32 point build, save that DDo has spent 4 of those points for you, and those 4 points are locked into place already.

When you reach 1750 favor (Which, to a new person, will seem like an eternity, until you get to know people, and find yourself doing a LOT of the higher content) you will gain the 32 point build. Again, these points references are ONLY pertaining to character generation.

On a side note, you will hear some people refer to a 48 point build and such, fear not, they have nothing that you can not get. It is a slight exageration, tongue in cheak , if you will, on the fact they had build the character at 32 points, then when they were able to get in game, they ate some stat tomes.

Hope this helps you out some, and Welcome to the game.
