Can a drow rogue 10 / ranger 6 take elven Dex I & II, Rogue Dex I II & III and ranger Dex I & II for a total of +7 dex?

Nope. Class enhancements do not stack, whether it's spell points, stat increases, or skill bonuses. Only Race and Class enhancements stack. So you can get a total of +5 Dexterity (Elf II and Rogue III), not +7.
