Since drow are not allowed to have there spell resistance correctly applied will monk be allowed to have it? As the both get 10+level=spell resistance or at least are supposed to.
Drow don't get their full SR in attempt to de-power a race with a +2 level adjustment, to keep them in line with other races without having to give them a lower level cap. There shouldn't be a problem with Monk's SR, considering that it's a class feature.
And as far as your sig goes, why bother? If you use a weapon with the same arm, you take a penalty to hit AND you don't get the buckler's bonus to defense. Unless they implement Improved Buckler Defense from Complete Warrior, there wouldn't be much point in going to all the work to make a special buckler slot...

If you wish to make changes to the drow class to remove the +1 level adjustment then you would need to allow 32 point drow.
Either the drow loose 4 points because they are +1 level and keep the rest or you take away some other stuff and let them be 32 point. You should not take away 4 points from them and their spell resistance etc etc...
If they made it for 32pt drow they would have to remove the stat ability bonuses to dex, int, and char, (they could then remove the con penalty since there'd be no need for it) leaving us with essentially Humans with pointy ears and spell resistance instead of a bonus feat/skill. If the stat bonuses stayed and we had 32pt builds it would make drow the ONLY race any one ever plays for virtually ANY class. Personally I'd rather have +2 Int, Dex, and Cha than SR 26 (at the current cap, max of 30 at level 20)
Anyway I'm willing to bet the monk's spell resistance follows the rules (10+level). Why do I think it should follow the rules for them and not for drow? Simple. Drow have it from level 1. It takes no effort to get it (beyond the 400 favor that everyone probably has by now). So it's basically free. Monks on the other hand don't get SR til 13th. It's a reward for sticking to a pure class for 13 levels.
Let's use a hypothetical unrealistic example (just cause I like em)
Let's say turbine puts out a new race. It has a passive +2 bonus to crit range of any weapon they wield for a certain amount of time per day that goes up as they level. Is that unbalanced? I'd say so. Yet Barbarians get crit rage II at 14 because they had to work to get there and it's a reward for doing so. (and btw I feel crit rage is overpowered at any level so this isn't the best analogy but it's 4:30 in the morning and I haven't been to bed yet so sue me)
