Only the haggle item and the shortsword can be RR. Everything cannot be RR or must be RR Halfling.

I don't know a fair and transparent way to resolve situations where more than one person wants to supply me with the same item. I don't want to use these situations to try and extort a better offer, this is not an auction. The only thing I can think of is that the first person to make a definite deal wins. Even though I may have to retract an offer we've been negotiating because someone else closed the deal first.

I apologize in advance if this is an issue for anyone.
