No, anarchic burst scales with crit multiplier, and holy burst does not.

I do remember seeing Holy Burst being a Flat 2d10 Back mod5 and earlier.. No mater the Crit Multiplier.. Pretty sure with Mod 5 \Turbine Changed it to scale like everything else.

Holy burst isn't a d10 effect....

it's 2d6 holy, and 3d6 extra on a crit for the bursting part, which adds up to 5d6.

Anarchic and Axiomatic burst are both d10 effects that scale with crit multiplier.
