They have to make it usable some way worthy of a small, med, or large Raid loot drop or the whole population is going to explode. It will be worse then the 32 point build fiasco where they then decided to give a +2 tome to that character.

I agree with your first statement where the ingredient drop rate was likely balanced for running the quest every 3 days.
The second part though would represent a vastly different balance setup given they forgot to take them out of the table rather then putting them in after they discovered people crafting things faster then anticipated.
