Multiple Toughness feats on a Barb? Really? Seriously? That's a waste. Even if you only have 8 Barb, you're gonna have more than enough HP while raged.
Unless you only have 1 Barb (and people who only have 1 Barb are kinda silly, IMO), Toughness is not a feat to take.
If I were to build a Tempest Barb (and I probably wouldn't -- better to go full Barb for Crit Rage 2), it would be closer to this:

No real need for Oversized with fully buffed up Rages (spell/pot, Barb rage, Madstone clickie, Madstone effect, possibility of Scourge Choker effects). If they ever give us Superior TWF, then you'll need a +3 Dex tome by the time you want to take it.
Decent UMD for self-buffs before battle. Not a lot, but some. Also some for equipping RR'd items.
