Default Halflings and Throwing Weapon Feats

So, much to my disappointment, I made a Halfling Bard with the intent of using alot of throwing weapons because I understood that it was a racial thing with Halflings, knowing how to use these throwing weapons.

NOT SO! My little Halfling Bard has a Weapon Focus for throwing weapons yet is not proficient with them. Hmmm, how can I possibly be trained to get a Focus without having the Feat to actually use them?

    Somewhat confused here...

I suppose it's like Dwarves with their Dwarven Axe, you are only proficient if you have a Class that has Martial Weapon proficiency?

Or should it be like Drow who actually get the Shuriken Feat?

Cause I'm sorry, getting the Weapon Focus Feat and not the Feat itself as a racial thing makes absolutely no sense to this Halfling Bard.

A halfing wizard is still better at throwing shuriken than a human wizard. Neither of them know how to do it properly, but one is naturally better.

There are 5 thrown weapons in DDO.
Dart and dagger are simple, so anyone can use them.
Axe and hammer are martial, so warriors can use them, or a bard can cast the Master's Touch spell to learn.
Shuriken is exotic, and only drow or monks know them automatically.
