Aspenor, are you thinking of a feat in PnP or just making one up? Specialist Wizards can prepare +1 spell per level from his/her specialty school. But, that's not a feat, just a class feature.
Complete Arcane, p. 79. I think this would be a nice add.

Spend a feat for one extra spell slot at any level (at least 1 spell level below your highest castable). /meh. Sounds like a major waste of a feat to me. I'd rather have the ability to prepare lower level spells in higher level slots (use L2-9 to prepare extra L1 spells, use L7-9 to prepare extra L6 spell, etc.). And that shouldn't even cost a feat.
Also in the Complete Arcane, this feat allows you to take ANY spell that is at least 1 level below highest castable and add it to your spells known. This way a Sorcerer or Wizard who wants to heal doesn't have to be a Halfling with a Dragonmark or multiclass. Ditto for the other spellcasting classes in the game who want access to some of the Wizard/Sorcerer spells.
And while we're on the subject, what happened to the Bard and Sorcerer ability to "learn new spells from intensive study"? It IS in the class description in the Player's Handbook, so theoretically Sorcerers and Bards should ALREADY be able to pick spells from ANY list as long as they have a scroll of said new spell handy to trade in for said training. Heck, I wouldn't even mind a cost similar to the cost to trade a spell, but at least give us something......PLEASE???????????

The Extra Spell feat does NOT work that way. It teaches you an additional spell... but doesn't grant any spellcasting ability.
If a sorcerer were so stupid as to take Extra Spell: Heal, he'd be stuck with a cleric spell on his character sheet which he can't cast. His divine caster level is ZERO.
Aspenor, I suspect it's largely because of the UI complications.
Where, on the spell listing, would you put that extra slot? What would you do if someone went crazy and decided to get 5 extra first level spells?
