Here's the description from release note
Now I can see one less reason to have Restore up as level 4 memorized spell."Channels powerful positive energy into a target to wipe away afflictions, restores 1d8 hit points +1 per caster level (max +20), and removes temporary ability damage and the conditions blinded, confused, dazed, dazzled, deafened, diseased, exhausted, fatigued, feeble minded, insanity, nauseated, and poisoned. Against undead this spell will damage 1d8 hit points +1 per caster level (max +20) Undead who make a successful Will save reduce the damage by half."
Just a side note, looks like the only thing it can't do was restore 1 neg level, otherwise, you can simply use it to replace remove disease / remove blind / part of Heal function (cure feeblemind) / most restoration function except cure 1 neg level / part of Neutralize Potion (without the Poison immunity function). I didn't see dazed / dazzled / insanity show up in DDO yet, and rarely see deafened effect on PC. It also heals slight less than CMW in the current level cap; effected by Empower Healing / Quicken but not Empower Spell nor Maximize Spell. Potency item also works for it.
And a little bit complain -- apparently we have more useful CLR4 spells than we can memorize at the same time.
