    . . .I don't get it.

None of a monk's special abilities require Touch Attacks. Just Unarmed strikes (in the case of Stunning Blow and Quivering Palm)

Only thing I can see is their generally high defense against Touch Attacks due to their wisdom AC and monk AC.

That would be why- Monks should be hard to hit with spammed ray spells. If they aren't going to get their proper SR they should at least get their touch AC.

Technically, any high dex character should be hard to hit with touch attacks. It's the tradeoff between Flat-Footed and Touch AC. Heavily Armored characters with high AC frequently have high Flat-Footed AC and low Touch AC. Lightly Armored characters with the same AC are the opposite.

Monks are all about the touch AC though. Other than a rare few points of natural AC most monks are all about dodge, size, and deflection. I'm not quite sure though how you'd add flat footed to the game.

    ummm

The only thing Monks get over other classes is the Monk AC Bonus and the Wisdom Bonus.

Base monks get Dex + Wis + a Monk bonus to AC that all increase touch AC. And with the bloated stats we get in DDO those numbers are sure to go way up.

For example, it isn't out of line to say that a 10th level DDO Monk could have a 20 Dex and a 20 Wis. That means , barring any magic items they will have an AC of:
    10 base
    +5 Wis
    +5 Dex
    +2 Monk bonus
= 22 AC, all of which is also touch AC.

Throw in Dodge, maybe an enhancement bonus, some better stat boosters, or maybe make him a halfling and that number only goes up.

Monks are the D&D kings of touch AC!
