    Default Break Enchantment vs. Dispell

Can someone explain to me why I can use dispell on a monster, but break enchantment only casts on party members, even when the monster is in target window? Maybe I'm just dumb, but I seem to recall break enchantment used to be able to be used to break an enchantment, where dispell was effective on other spell effects, regardless of friendly/enemy status...?

By the pnp rules, you cannot remove beneficial effects with break enchantment. It barely matters anyhow, because enchantment spells are almost always debuffs, not buffs.

    Here's the rule text
Dispel Magic- "end ongoing spells that have been cast on a creature"
Break Enchantment- "frees victims from enchantments, transmutations, and curses"

A spell such as Bull's Strength is a transmutation, but it has no victim, so Break Enchantment can't remove it.
