scroll of mass charm monster

i saw this scroll on the auction house!!! says its a lvl 8 spell. is this a bug or do we have access to more spells than what was documented. Anyone know anything about this?

It was planned for this mod then pulled due to some problem the devs haven't discussed in detail. However some presumably small number of the scrolls made it into release, I know because I've seen a wiz that inscribed from one and uses the spell.

Dev Tracker/Known Issues.

NEW - Due to technical issues, the Charm Monster, Mass spell was not intended for release in Module 6.0. For Wizards, inscribing the spell is permanent, but the spell will be changed in an upcoming patch. Rather than removing it from the spellbooks of Wizards that may have inscribed it or replacing Bard known spells, it will temporarily mirror the effects of the Charm Monster spell with a higher base DC and separate casting cooldown. We will be updating the Charm Monster, Mass spell in a future release once the technical issues have been resolved
