You are right on target:
Cure Serious Wounds wand = 3d6+6+5 = 14-29 HP healed, average 21-22 HP.
Add Wand Mastery IV (+40%/x1.4) = 19-40 HP healed, average 29-30 HP.
So, you spend 10 AP for 5-11HP per wand whip (for Cure/Repair Serious). I think that's too high. Maybe converting it to two tiers at +20% and +40% for 2 and 4 AP (total 6). As for wand crits, it's a neat idea. But, we already spend too much on wand enhancements for very minor benefit. IMO, any future wand enhancements need to be cheaper than the current ones.
