I think I would rather see the dev's devote their time to more quests, races, classes, spells, feats, enhancements or monsters instead of going back and fixing explorer areas for characters that are over the level requirements.

Well, Lithic IS the "Canadian officer" of TF... he's used to being surrounded by wilderness in RL, and they don't tell him that he's "too high level" to explore around his home, do they?
