Yeah all that the Ghost Touch does is increase the minimum level and the UMD number.

I would rather hold it until I find someone that can use it. I hate to
vendor a smiter.

It has worked for me a couple of times in PoP, but I take a -4 to attack
and I have low str on the character that can use it.

All my great dwarven axes are Elf restricted, My +5 Holy Dwarven axe of pure good, my +4 Ghost touch of greater undead. Devs with a sense of humor I guess.
