2-3 Second Client Lag spike every 3-4 minutes

I just upgraded to a new laptop (from an old laptop), here are the specs in case it matters.

HP dv9700t
Intel Core 2 Duo 2.2 GHz
4 GB ram
nVidia 8600M GS
dual SATA 120GB 7200rpm HDDs
Vista Ultimate x64

Installed DDO to the non-Windows physical drive, had some initial problems I overcame to get the game launching properly, but it works now.

The problem I have is that every couple minutes I get this massive client lag spike. No screen repainting, input (keyboard and mouse) just goes into the buffer to be processed at the end of the lag spike. During this time, however, voice chat still works fine. I can hear people in my party talking, but the DDO client is otherwise completely unresponsive. Unfortunately, this makes playing level-appropriate content almost impossible.
