I do think they should fix it to encompass pretty much anything besides moving and attacking. (And I think they should make it a 'short suppression' rather than a 'toggle off.')
How about exclude casters (clerics, wizards, sorcs, {bards?}) from being able to take CE and do away with the toggle? I doubt it would overpower rangers and pallys. Casters would have to multiclass in melee in order to use it (a very big trade off). Perhaps add a smaller AC bonus, which also does not toggle off, to the combat casting feat. It might make this feat a little more useful to a caster. edit - okay, not such a good idea for pallys & rangers to have access to this unless it too had a to-hit penalty.

They have set it up specifically to keep casters from using it, much to the inconvenience of melee types.
I would not be surprised to find that the logic behind your ability, with a high enough skill level, to simply Take 10 or 20, on the check rolls in question (Disable Trap or Pick Lock) would be why CE is not turned off in those instances, since neither can be done while under duress or combat conditions.

You know me. Whenever possible I prefer to stick to the D&D way of doing things.
Have a question about the Eberron Setting?

Trouble is, it's easy for a DM to know when to apply it, not as easy for a computer. I guess if they can figure out a way to have an AC bonus while tumbling with the mobility feat, they should be able to find a way to suppress CE while casting a spell.

Even then, if it was a 6 second suppression and automatically reactivated, most people would be pretty happy.
