At 4th level I only have 1 comment.....................

    - putting skill points into UMD with an 8 charisma your potential stands at

    - 2.5
    - 10pt increase 0ver 10 levels
    - 3 golden cartouche
    -----------------------

= 15.5 at end (with a +6 charisma item it will be +3 points higher)

most items have a difficulty of 20+, unless it is meant for use at levels 1-4 then its UMD 8 or 10. With greater hero, luck, command item and a random +1 skill boost you can make a 23 while all those are working.

If you have other plans for your UMD skill...thats cool maybe you plan on taking bard or rogue levels....... but if not, now may be a good time to stop and place future points elsewhere............. assuming you have already rolled the character, if you havent yet, you have a few things to consider.

Currently we only have a Somewhat easy to obtain +3 and a Harder to obtain +5 for UMD.... But you never know what could come out down the road.... UMD isnt a bad investment.... EVen a Ranger can obtain a reasonable UMD check for Race Restricted Items...

8 Skill Points (Limit at L16)
    2 +6 CHR Item (Or a +1 Tome and Common +5 Item)
    3 Delaras Cartouse
    5 Ranger Boost
    4 Greater Heroism
2 Luck (Head of Good fortune is easy enough to obtain)
    ----
22 Thats enough for most Race Restricted Items.... Items stay equipt even if your UMD Check drops below minimum (At least until you Log out)

Not very practical for swapping weapons on the fly though. Ya never know what the devs have in store for UMD Items though.. With 48DC Scrolls hitting the game son, I could see them putting another UMD Item int he game or 2.

I recommend less wisdom - a 10 or 11 starting stat should be fine. More str if possible.

Below is my twf ranger. I have her up to lvl 5, this shows a progression of 2 lvl of fighter, but that was to keep my dragonmark and be able to take the tempest enhancement at lvl 7. I may decide to swap out the dragonmark and keep her pure ranger - not sure yet.

Every +1 modifier to your Str adds 1 to your melee damage (and for Bows as a Ranger). Considering it is a ranger build using a halfling. I would just go str heavy to maximize damage and forget weapon finesse. Don't Neglect your Dex but don't max it either, 14 or 16 will do you well. You can use those points to boost your Con (more HP is never a bad idea). You will want Tempest so you'll be burning 3 feats to meet that pre-req as well as wanting the dragonmarks I'm sure. I would splash in some Fighter levels for bonus feats. 2 Fighter levels seems optimal to get bonus feats. With level 14 cap that leaves a feat open to play with. Currently Maximize works with Dragonmarks and doesn't increase thier cost at all so that is a good choice. If it is ever changed just switch out the feat.

I like this idea as a well rounded toon. Powerful Melee, Powerful Ranged (For rangers Str boosts damage with Bows as well) and a lot of back up healing (definately enhance your Dragonmark uses).

With the up coming level cap boost I'd consider getting 2 more levels of fighter. That will put ya at 4 Fighter and getting you 2 more feats for those levels. Weapon Focus and Weapon Specialization will give ya more oomph for sure.

If you have other plans for your UMD skill...thats cool maybe you plan on taking bard or rogue levels....... but if not, now may be a good time to stop and place future points elsewhere............. assuming you have already rolled the character, if you havent yet, you have a few things to consider.
my dwarf with a 6 cha will max at 25.5 umd at lvl 14 or 16 cant remember which so thats not true

i would go 14 ranger for freedom of movement. Honestly you don't need more feats than 14/2 gets you. If you'd like I can pm you my build. Soloed SC at 6.

I built her originally to be 14 ranger, before the mod 6 information came out. There had been rumors of STWF requiring high natural dex even for rangers, so I wanted her dex to be within range.

I also wanted to focus on twf and dish out damage when using bows - so couldn't slack on the str either. Had to tweak her for the feat requirements for tempest as she's already built for it and didn't want to wait for lvl 9 or lose my dragonmarks.

The end result is taking 2 levels of fighter and wait on FOM. I miss it when I can't cast it in high level quests.
