Shieldblock problems........

OK, Here's what happens:

I have my shieldblock key set to the shift key and 1 on my keypad (so I can reach it easily when i'm fighting).
The problem is that the shift key only works when I have my mouse cursor hovered over a hotbar (or any other overlay on My screen). When My cursor isn't on an overlay the shift key simply doesn't work, although My "1" key works just fine no matter where
My cursor is. I have tried to unbind and rebind the keys in both orders (shift key first, then "1" key and visa- versa)and I get the same result.......Is this a known bug? Does this happen to any one else?

I am not sure how all ur keys are set but I use my four arrow keys for movement so the control key is just a pinky away. Makes for very quick tumbling as well as shield blocking.
