They spam hundreds of people per minute per new toon. A normal player wont do that.
They spam by sending tells or send mails.

Flag it so you can send X number of tells to different people within a time frame, then block/flag the person. Same thing with email. No limit to tell/mail between 1 person, since could be normal conversation.
