By looting them from chests. My level 10 cleric looted a large collectible bag, on Tempest Stone I think.

Are there specific locations where these drop or are they open for any quest - say a certain lvl or higher?.

Dont mind doin the loot runs to pull em if need be just need a point to where to go (for the bag(s) silly!)

And if so, are they keyed to a higher drop rate via the difficulty as well?

I think there susposed to have the same drop rate as Dragonshards and Portable Holes. I haven't seen one drop yet, but I also haven't really been looking.

OK, found the reg drop area (pretty steady actually) -

Goto the druid tree in TBC, box on the left next to the dock is a breakable, spawned twice last night that I know of...
