does it work as the opposite of intimidate during combat, so taht you would be able to hit it and then get sneak attacks?
and does it have an animation like bluff or none like intimidate?

Diplo has No animation, it works as soon as you start it. But it does have a timer (do not remember how long)
It gets rid of aggro to be able to get your sneak attack again until you get the aggro back.

I'm not sure about sneak attacks but it does the exact opposite of intimidate. Though if you're thinking of using it on your rogue, I would strongly recommend against it (sneak attack or no sneak attack). Intimidate gets all the aggro on the tank, which can handle it. Diplomacy gets all the aggo on everyone but you, most of your party members CANNOT handle the aggro, even for the short duration.
Diplomacy does have an "symbol" just like intimidate and it is the same as the icon (yellow handshake). It is instant just like intimidate too.
ok, so often diplo will cause all the aggro to go on the casters/clerics etc instead of on the tanks, got it
best thing to do is just to play with an intimitank then

I use diplomacy, works well for me. Usually i find the tank/s are the closest thing to you and it sheds on to them. If your caster or healer is there then chances are they will get some aggro so you should only use is judiciously.
Another point to note is this, you don't automatically get a sneak attack even if diplomacy works. It takes some fiddling, i think they need to have engaged someone else before you get your sneak attack, also, as soon as you attack them again, bam aggro. This is what i have noticed anyway.
I am interested in what is meant by manual aggro management, i know that it is sometimes best for a rogue not to be attacking, and choosing the engaged targets so it takes longer to draw aggro. Is this what you mean Qzipoun?
Having spent a lot of time playing with intimidate and only a small amount with diplo, it seems to me that diplo cause surrounding enemies attacking you to scatter to the four winds and attack the next closest target. If your cleric/casters have diplo as well (like they should) then they can send them right back at you if they like. If nothing else it buys the party a few seconds with nobody getting hit.

I play a sorc with diplo and a tank with intimi. Both skills work in an area of effect (which is about as far as a bless) but I don't think its instant, it seems to take maybe 1 second to draw or shed aggro. Cycle is about 4 seconds.
Note that bluff is a single target skill, unlike diplo and intimi which are AoE.
