Problem with Shortcut's

I am unable to get my melee weapons to appear in the shortcut box. I am not sure what I am doing wrong. I was able to get it to work initially, however since the second time I logged in to play and found weapons other then the starter equipment, it will not let me...any ideas? In order for me to change from my ranged to my melee or visa versa I have click on my backpack and manually drag it back to the primary/off hand.....

did you by chance select the option to "lock toolbars"?

After I posted this problem, the next day someone must have cast a heal server spell and my short cut bar worked....thanks much for the idea!
