Ok, if I preorder and get the tomes, does it apply to every character I EVER make, or just characters I have right now? What if I buy extra character slots down the road, will they also receive the tomes?

It applies to every new toon you ever make. Same behavior as the tomes from the motu pack and every toon I've created since, including a mule in a newly purchased character slot received the motu pre-order expansion items.

Haven't bought a character slot since I bought this expansion, but have created a couple of new toons and they received the skill tomes, owl bears... as exected.

yes, every char you have or will create in future will get those tomes and owlbears, also, in description is that you get 1 or 3 char.slots, but you get +1 with bladeforged (you dont need to create bladeforged), so you get 2 or 4 slots.
pets and cosmetic you get for each server also.

Every new character you create forever, as well as all your existing ones, will get the pre-order purchase ticket that allows them to get the bonus items.
