WoW has this on the Horde side, and it's just that bad.
There's an Instance (WoW's version of Raids, kinda) that you can enter at level 13 or so (out of 70).
It's a *complete* cluster 90% of the time you go in. And it seems to sour people on the idea of Instances, other than the loot, which isn't that great. I'd really say having a 1-4 raid would be counterproductive.
Now, freakin' kobold island? Yes. I don't know *what's* up with that. During my trial I spent an hour there going "No, seriously. There has to be something important, right?"

I disagree. In places like the WW and Steam Tunnels i prefer the old system. You kill a group of 2-5 enemies, you get 30xp. That way every time through you get something. The new mechanic is only good if you spend a lot of time intentionally trying to farm it. And if you are doing that you could get better XP/sec questing. It's nice to have a few of these things out there, but we don't need them all to work that way.
- NEW – Tip #52 no longer mistakenly says that the Jump skill reduces falling damage. The appropriate skill is, in fact, tumble.
That instance is rather poorly designed though. In a lot of ways it's more difficult to many higher level raids. And it's the respawns that usually wipe groups in there. We generally have to deal with respawns less in DDO
It's hard to say, exactly, what 1-4 means. I would want something around level 4 base level. Lower then that would be somewhat of a waste since 1-3 go so fast. A level 4 raid would be great for anyone levels 2-7 or so on normal(obviously not at the same time). With hard and elite taken into account it could stretch to 2-9/10 depending on how the enemies scale. Whatever it is though, i just think a low level raid would be a lot of fun, and a good way of introducing people to raiding(preferably without the wonky Tempest Spine map, which is probably most peoples first raid).

They took it off the favor list. Really wierd caves and what not exsist for those who have poked around it. This is my bet for the next adventure area. Just my two cp's.
