Can't really say whether they would be considered rare or not. I believe I have 4 lesser restore clickies scattered on characters that cannot use wands. Even so, most of those are minimum level 7 and above. Looking at it from a developmental perspective, implementing this probably provided a greater benefit to the more casual players and newer players. Those are the people that have probably never looted the Giant Caves. They run certain quests once, for favor, if they even work on favor.
It was probably also intended to benefit lower level characters. Imagine running WW part 3 and having the cleric take massive damage from the poison in front of the shrine. They shrine, recovering partially, then promptly fail their save as they run back through and become helpless. If nobody else has a wand, the party is up Kobold Creek. At least with the current implementation the party can do something about it.

I think what Litz is trying to say here is: "They should be usable by loading into Trebuchets"
I think perhaps Karethon came up with the best solution: change them back into standard potions, then create a new, seperate item, an Oil of Lesser Restoration, which functions as a one-shot clickie.
Ultimately, the status quo is probably causing a lot more headaches than it ever solved - i.e. the cleric's stat dropping to zero when no one else has a wand/clickie is I would think a lot rarer than examples of the above-mentioned inconveniences.
