I just said this in another thread.. will repost it here..
According to the Final release notes and what I remember from the Dev Postings, the 1/5 For hard and 1/4 for Elite has not been implemented yet. It is to be implemented in a future update. So no matter what difficulty you do the raid on, at this point you only have a 1/6 chance
This is from the Final Release Notes.
The primary warded chest in all raids has been converted to the standard format for all chests in DDO. Every player in the raid will have their own treasure generated and assigned to them when they look into the chest. The locking glyphs are no more.
Each character has a 1 in 6 chance to receive a special item from that raid’s loot table. Otherwise, a standard treasure from the maximum treasure table appropriate for that raid will be generated for that character. Players may re-assign any items to other characters in the raid using the new treasure re-assignment feature. This includes any special raid only items.
The raid only items are still bound once they are removed from the chest. A warning confirmation box appears when attempting to grab a bind on acquire raid item from the chest.
In addition, the primary warded chest creates the list of characters that are allowed to loot the chest at the time chest spawns. This list contains all the members of the raid at the time the list was created. Characters not on the list do not have treasure generated for them when they open the chest and may not have items re-assigned to them.
No where there does it mention that you get a better chance on hard or elite.

If you scroll up on the release notes you will find:
"The chance for raid items to drop is increased when the raid dungeon is run on higher difficulty levels. The actual increase in drop rate is dependent on the actual increase in danger of the raid as the Difficulty Level is increased. The maximum drop rate of raid items from any raid on Elite is 25%"

Chance to get something??? Everyone keeps talking about the odds to get something to drop.... what the hell are the odds of getting something you want!
This is why I will not run the raids in pugs, because of people who will take a piece of raid loot that is completely useless to them because they don't have any other raid loot.
Change the drop system OR remove the repeat timers so it doesn't take 2 months to get to the 20 times run, OR make a way to unbind the loot ala dragonshards so I can move it to a character of mine that can use it. (IE bind it to an account vs a specific toon)

tomorow i will be doing the reaver and i will continue to send my data. so far 2 elite 12 man runs and 2 items dropped each time. as im sure most of you know they do keep track of the drop rates. if there is a problem i would hope they will fix it , if not i would hope they would respond here before this gets to 300 pages. as many have said i think they may need to tweak it a tad , not much just a little.
on a final note if they changed the amount from 20 to 10, i would be angry beyond words considering 2 days ago was my 10th time.
Titan Normal, 3 man, 1 loot
Titan Hard, 3 man, 0 loot
Titan Elite, 3 man, 2 loot
I dont know if this thread is still being watched, but here's what I have;

It is obvious that the new raid loot system is broken.
It's a kick in the nuts to devote so much time to a raid and get not a single piece of raid loot.
This needs to be fixed by the end of October at the latest or else I can see myself and many of my friends and guildies canceling our subscriptions.

I threw this out there in another thread, but after further consideration, think it is important enough to deserve its own. I would like to suggest that for just the first time any character defeats a raid, there will be one item of raid loot in the warded chest for that character.
One can see this from both ends of the spectrum. On one side is the super-raiding guilds. Imagine the time, energy, and resources to take down the raids before strategies are established. Then, your guild takes it down for the first time ... and nothing ... for anyone. The other side of the spectrum is worse. Some casual gamers raid vary little, and might only see a raid once. This event would be the culmination of their time in DDO. Imagine the excitement, being in the game for a year and a half, taking down the dragon for the first time ... and nothing ... for anyone.
The important, non-obvious point is that the events described above are the seminal events in the game for these participants. It’s not just another chest from another quest; “Hey, I got +4 hide armor of command, haha! Let’s go run PoP again.” There cannot be any advantage that can outweigh the incredibly negative impact from having the one of the few moments that a player will actually remember from all their playing experiences turn into a bummer. The item might not even be useful for the character (that is part of DnD), but there will still be a rare, powerful, named item in the chest for the victorious hero.
Clearly, raids will become just another quest for those who are determined to farm them for desired raid loot. And that’s ok. After the first run per character, the randomness is placed back into the equation. Please, let’s make the first (and perhaps only) raid for the players special.
I like the seed of this idea but I think it needs some fleshing out. It would be a nice touch for casual players in particular.
You might to ask:
1) Only new characters? What about existing characters?
2) All Raids or only 1 raid, say, Tempest Spine or the Dragon - lowest level raid, lowest level "raid loot"? I think you do need to set a limit so that there is not a power imbalance from too much uber loot floating around.
Interesting ... anything that makes the game more fun and gives casual players more of a goal and incentive to play is good in my book. Raid loot will definitely always appeal to players.

Interesting thought.
I do not see a real down side excpet 12 pieces of raid loot dropping, everyone getting what they want, and not running it again.
Not likely, but a scenario that goes against the grind philosophy.

I agree that there should be Raid loot for the first completion.
I saw someone else (maybe it was you) suggest that raid loot be given on the 1st, 5th, 10th, 20th, and every 20 after the 20th (40th, 60th, etc).
The only problem with 1, 5, 10, 20... is that with the various raids we have, a player could do every raid 5 or 10 times and have like 12-15 raid items (dragon, titan, demon queen, reaver, black abbot; am I missing any warden chests?).
So, I guess just the 1st, then 20th completion is a good idea. I do have a problem with the idea of requiring a minimum of 60 days to guarantee a raid item.
At the same time, I think it would be nice if they randomized the cool down on raid quests. Something like a 5-7 day range (if they made it so that every turn in had a raid item) to encourage people to play with more people.
The 3 day timer, now that we have like 5 raids (or 4 if the black abbot is still closed), groups can (if they want) do 1 or 2 raids a day and have the 3 day cool down finish before (or about) the time the last raid is finished.
My opinion is not based on being elite or having an awesome guild. I have done three raids (Dragon once, Demon Queen twice, and the Titan once) and have one piece or raid loot (note how I don't say "only one piece").
P.S.: I think they also need to fix the "killed while healing" bug. When I did the Titan (part 2), a ranger in the group was healing herself (with a wand I think) and was hit and killed. And immediately shunted to where she tavern bound. Unable to get back in (oh boy, was she ****ed). I understand that the GMs can't teleport players into dungeons because of the risk of exploit by players trying to bring in people to fill a party for a warded chest, but we were all just a little irked when the person that managed to cross the last bridge got punted from the instance. He meant having the quest giver populating the item reward list with raid items instead of the random items. This is what apparently happens when you finish 20 of the same quest.
Not a bad idea. Keep it as every 20th raid, but shift from 20/40/60 to 1/21/41/etc. It could generate interest in raiding and raid loot. But, I think an equal number of people would get the 1 item they wanted and not raid again.
